It was hoping to become the 20th state to become texting while driving.  A few other states moved faster since the beginning of 2010, but in the end, Wisconsin did it.
On May 5, Gov. Jim Doyle signed Assembly Bill 496, which will make writing or sending text messaging while driving illegal for all drivers.  Exceptions [...]

Wisconsin looking to become 20th state to ban texting while driving

The state Legislature of Wisconsin passed a bill in January 2010 that would make texting while driving illegal if approved by the Senate.  Drivers caught texting or their phone could face fines from 400$ to 800$.
